IMPLEMENTATION OF EDUCATIONAL PROGRAMS OF HIGHER EDUCATION WITH THE USE OF ELECTRONIC EDUCATION AND DISTANCE EDUCATIONAL TECHNOLOGIES
Abstracts

Introduction. The rapid development of science has significantly changed the life of society: the state’s need for expanded reproduction of skilled workers, on the one hand, and the unprecedented growth of human technical capabilities, on the other hand, force us to turn to new forms and methods of education, including electronic and distance learning. However, the regulatory framework on this issue, to date, is not fully developed and studied.

Materials and methods. To solve the above-presented problem, the article analyzes the regulatory documents — the Constitution of the Russian Federation, the Law “On Education in the Russian Federation”, the Resolution of the Government of the Russian Federation “On the State Accreditation of Educational Activities”, etc.

Results. It was concluded that the main modern state regulatory documents in varying degrees pay attention to the implementation of educational programs using e-learning and distance learning technologies, specifying thereby the social order of modern higher education.

Discussion. The results of the analysis of the above legal docu-ments confirms that the state is interested in the implementation of educational programs using e-learning and distance learning tech-

 

nologies, since this is related to solving the problems of mass education of higher education, reduction of education costs and many others.

Conclusion. Over the past decades, fundamental changes have occurred in society in the representation of educational goals and the ways of their realization. However, it will be possible to evaluate the effectiveness of the new education paradigm only after the widespread introduction of these innovations.

Highlights

The regulatory documents of the Russian Federation on the problem of implementing educational programs of higher education using e-learning and distance learning technologies were analyzed;

Definitions of the concepts “e-learning”, “distance education technologies” are given;

Based on the analysis of regulatory documents, it was confirmed that the legislator does not provide for such a form of education as distance learning, distance learning is an educational technology.
